The problem Serbia has built a real digital front door to public services. Getting through it is another story. One account, eGrađanin, gives access to several government portals, but there are four different ways to open it: online with a username and a scanned ID, with a qualified electronic certificate, in person at a registration center, or through the ConsentID mobile app. The official instructions explain each path. None of them answer the question most people actually have: which path is mine?
The result is predictable. In 2025, 24.8% of internet users in Serbia went online to print official forms from public administration websites (Statistical Office of the Republic of Serbia). People have access. They still end up with paper.
What we are building A simple, mobile-friendly web guide. The user answers three questions (Do you have an ID card with a chip? A card reader? A smartphone?) and gets one clear path, step by step, in plain Serbian, with annotated screenshots.
AI plays a deliberately narrow role. Users can describe what they need in their own words, for example "I need a birth certificate for my child", and AI matches them to one of our verified paths. AI chooses. It never writes instructions of its own. When the subject is a government procedure, a confident wrong answer is worse than no answer at all.

How we get there
Before the event: one of us goes through registration end to end and captures every screen. That becomes our source material, so no step in the guide relies on AI guesswork. We also recruit two testers who are not yet eCitizens. Opening hour: we write one sentence defining exactly what will exist by the end of the day, and hold to it. Build: Filip builds with Claude from a prepared spec, Milica designs the screens and Lidija writes the paths in plain language. Only one person touches the code. Test: a real user goes through the guide while we watch where they get stuck, then we fix it. Scope freeze: after the test, no new features. Only polish, a second test and deployment. Demo: we show a person going through the guide, not slides about it.
Principles Clearly labeled as an unofficial community guide, with a link to eid.gov.rs on every page. Every step is dated, for example "Verified October 7, 2026". No personal data is collected. Open license.
